The Request for Proposals – Part 1 is the first stage in a two-stage procurement process, collectively the (“RFP”), intended to result in a contract(s) with a private developer entity to be engaged as: (i) a master developer partner; and (ii) a commercial development partner for the initial development parcel, with respect to the real estate element of the New Aloha Stadium Entertainment District (“NASED”) Program.

Please note, Offerors may register for Ansarada accounts starting at 9:00 A.M. Hawaiian Standard Time (HST) on October 12, 2021. Documents will be available in the Data Room on the Ansarada platform after 3:00 P.M. HST on October 12, 2021.
To gain access to the RFP documents, future addenda, and be able to submit questions and review State responses, you must register on the Ansarada platform.
The State will accept Responses until the Response Deadline, which is 2:00 P.M. HST on December 3, 2021. Responses received after the due date and time and delivered in any other fashion (other than what is outlined in the RFP) will not be considered. If the Response Deadline is changed, the State will issue the change via a future addendum.
In accordance with the RFP, all interested parties are also invited to participate in a voluntary Pre-Response Conference which is scheduled for October 27, 2021 at 10:00 A.M. HST. More details will be provided as to the specific time and registration for the Pre-Response Conference.
Campaign Contributions by State and County Contractors Prohibited
If awarded a contract in response to this solicitation, the Offeror agrees to comply with HRS §11-355 which states that campaign contributions are prohibited from a State and County government contractor during the term of the contract if the contractor is paid with funds appropriated by the legislative body between the execution of the contract through the completion of the contract.
